Closing the pending tail: getting the last 20% of units to pay

Most societies collect 80% of contributions in the first few days, and then stall. That last 20% is usually owner-occupied flats that missed the volunteer, and shops that need a separate ask. It’s also the difference between a festival that just breaks even and one that carries a healthy surplus.
